Abstract
This article shows broadly how the Goverment of Indonesian adopted an institution approach to succeed its National Family Planning Program during The New Order era . With a good coordination and supported by reliable resources – political, human, and financial, the BKKBN had help reduce the fertility rate of the country from around 5.6 in 1975 to 2.4 in 2005. However, the recent data shows that the rate of fertility of country had increased, owing to the relaxation of institution responsible for this program. This indicates that the transition of Family Planning implementation from program to movement had been less successful as claimed by the BKKBN.
